Gender Analysis examines the differences in men's and women's lives, including those that lead to social and economic inequity, and applies this understanding to policy development and service delivery.
The Ministry of Women's Affairs is charged with achieving positive change for women through progressing the Action Plan for New Zealand Women, and has developed a Gender Analysis framework, which is particularly focused on achieving positive change for women.

The Ministry works with other agencies to assist in-depth analysis on the impacts of policies on women in key areas only. All government agencies are responsible for investigating the gender implications of new policies and all submissions to the Cabinet Social Equity Committee must include a Gender Implications Statement.
